The Liquor and Gambling Commissioner regulates the advertising of gambling products and responsible gambling practices.
Advertising code
The advertising code of practice gives licensees a framework to ensure:
Access a range of services to support consumers, traders and businesses living and working in South Australia. The National Gambling Act was the start of a diverse gambling community within South Africa. Gambling and licensing. Gambling within SA is highly regulated and is done so by the National Gambling Board as well as the gambling board of each individual province. The entire process of applying for a license is relatively straightforward. CONSIDERING that the Constitution of the Republic of South Africa, 1996 (Act 108 of 1996), establishes that casinos, racing, gambling and wagering are matters of concurrent national and provincial legislative competence.

The National Gambling Board (NGB) is the body that is accountable for overseeing regulations in the gambling industry in the country and to preserve the integrity of South Africa as a responsible global nation. South African gaming laws have changed since the SA Gambling Act of 1965 was endorsed.

Responsible gambling code
The responsible gambling code of practice gives licensees a framework to ensure that:
- their general gambling practices are consistent with community expectations
- gambling will be conducted in a responsible manner so as to minimise the harm caused by gambling.
In particular the code governs:
- internal reporting processes for suspected problem gamblers
- voluntary and involuntary barring from gaming areas
- venue operations, including:
- in-venue customer information and signage
- young children in and around premises
- cashing of cheques
- coin availability
- inducements and loyalty programs
- staff training requirements.
Penalties apply if a gaming licence holder does not comply with a mandatory provision of any gambling code of practice.
All licensees should familiarise themselves with the contents of these codes and advise and instruct all relevant gaming staff.
Management plans and dispensations
Gambling providers can file a management plan with the Consumer and Business Services (CBS) as an alternative to the advertising and responsible gambling requirements of the codes of practice.
The management plan list is currently being updated and will be available soon.
Dispensations can be given if the alternative has equal value to what is outlined in the codes. The request for a dispensation needs to be due to unique circumstances, such as a national media campaign.

Advertising and mandatory warning messages

There are very specific rules surrounding gambling advertising on:
- radio (which includes a black out time)
- television (which includes a black out time)
- print media
- outdoor signage
- ground signage
- uniform logos
- texts (SMS).
All gambling advertising must include a mandatory warning message.
The message is determined by the date of the advertising.

In some instances only the condensed warning message 'Gamble responsibly 1800 858 858' is required.
In-venue signage
Gambling providers must display in-venue responsible gambling signs, that have been developed and approved by the Government of South Australia.
Inducements and incentives
Gambling providers must not offer inducements to encourage people to gamble or open gambling accounts.
This applies to gambling venues and online gambling operators.
A gambling provider can offer:
- an acceptable loyalty program
- free gambling products
- free non-alcoholic drinks and refreshments.

Product offers
Gambling providers must not encourage people to gamble by offering products such as discounted meals, free bets or vouchers. Providers can offer free coffee and tea, non-alcoholic beverages and refreshments of nominal value.
Special prices
Gambling providers must not encourage people to gamble by offering a deal on the price, such as a free bet on the condition that it is matched with the person's own money, or offering the tenth bet free.
If a legal bet type has core parts that include an offer, it is not considered an inducement. Offering to pay the best totalisator price is a specific form of approved fixed odds betting.
Trade promotions for gaming operators
A trade promotion lottery must not be used to encourage people to gamble. The main purpose must be to reward existing customers, not to attract new ones.
